How did Joran Van Der Sloot get the FBI to wire him 25,000 $ to Peru where he was on a gambling spree?

and why they would do this? where this young many of not even 25 years old learned the ins and outs of the system like this? and where he got money to ever travel around like he did? why he quit university in the Netherlands? and why he would kill another female after recieving 25, 000 dollars from the FBI ? and did the FBI ever pursue him in Peru? why not?
